清平水库灌区清平水库灌区Qingping Reservoir Irrigation Areaq ingPing shuiku guanqu清平水库灌区(Qingping ReservoirIrrigation Area)位于广西宾阳县境内。水库集水面积76平方公里。枢纽工程由主坝、6座副坝、两座溢洪道及取水建筑物组成。主坝为均质粘土坝，坝高32米，坝顶长122米;副坝总长433 .6米，最大坝高16米。水库总库容9710万立方米，兴利库容6207万立方米。溢洪道为开敞式宽顶堰:正常溢洪道堰宽20米，设计溢洪流量310米“/秒;非常溢洪道堰宽220米，设计溢洪流量2200米”/秒。清平水库坝址下游，是开阔的平原和丘陵灌区，输水渠道分东西两干渠，东干渠长1 1 .8公里，西干渠长6 .7公里，灌溉时最大输水流量13.5米“/秒。干渠的支、斗渠与灌区的56处小型水库连通，总有效库容1250万立方米。这些工程和清平水库联成灌溉网，设计灌溉面积12万亩。清平水库灌区的主要经验是:①引洪入库:工程管理部门曾4次投工开发库区以外的马岭恤水源，修引渠巧公里，增加集水面积33平方公里，年均增引洪水流量入清平水库2400万立方米;②利用灌区塘、堰与各级渠道相互连通的条件，充分利用当地径流，使小塘库复蓄指数由1.2提高到1.8，年均增蓄水量达2250万立方米;③在灌区用水期间，充分利用上灌下排的弃泄水，年均达1300万立方米;④推广薄、浅、湿晒的科学灌溉制度(见水稻灌溉制度)。⑤实行科学配水，按渠系分设6个专管灌溉站，各站按水系建立支渠委员会和村(片)管水组长的民主管水组织，共同负责日常灌区调配用水和工程安全维修工作。在供、需水量平衡时，实行续灌配水方式;水源不足时，则采取支斗渠轮灌的配水方式。由于因时因地制宜地采取了开源节流等管理措施，24年来保证了灌区用水，使每亩双季稻年均用水量在450立方米至500立方米左右。1974年以来，灌区面积已扩大到16.5万亩，超过设计灌溉面积37 .5%。全灌区粮食产量连年丰收，平均亩产超千斤。水库在搞好灌溉的基础上，坚持开展多种经营。利用渠道落差，建水电站两处，总装机容量1170千瓦，年均发电量160万度。利用水库水面养殖，共4500亩，年均产鱼12万斤。1981年为监测库水位和放水涵闸的控制等安装了遥测遥控设备，为科学管理及发展农业生产起到了重要作用，1974年以来，多次被评为全国水库灌区管理的先进典型。(文诚寿)
