梅川水库灌区梅川水库灌区Meichuan Reservoir Irrigation Areame一ehuan shuiku guanqu梅川水库灌区(Meiehuan ReservoirIrrigation Area)位于湖北省广济县境内,主要工程为梅川水库和东西两条干渠灌区概况梅川水库集水面积25平方公里。水库于1957年8月动工兴建,1959年10月竣工。枢纽1_程由主坝、副坝(两座)、溢洪道、取水建筑物等组成,上坝为粘土心墙坝,坝高22.5米,坝顶长910米、副坝总长290米,最大坝高14.6米。溢洪道为开敞式宽顶堰,宽35米,设计溢洪流量274米“/秒。水库总库容4230万立方米,兴利库容2 7()O万立方米()东、西两条干染直接从水库引水灌溉,最大引水流量川米“/秒东干渠甚本沿山麓布置,长31公里,控制整个梅川河谷及其西部的部分丘陵地带。西干渠长30公里,部分盘山而行,部分布置于丘陵山岗之顶,自流控制梅川河以西地区根据水库来水鼠,东、西干渠总设计灌溉面积为7万亩。灌区的发展水库建成以后的头几年,突出的问题,第一是水源不足:不仅7万亩田地需水灌溉,更由于单季稻改种双季,使需水量成倍增加;在灌区东、西干渠渠线以上还有大片田地要从干渠提水灌溉;在灌区以外有儿万亩水稻面积也要求发展灌溉。第二是灌区渠系不配套,缺少相应的田间工程,串灌串排现象严垂,既浪费水量,又流失十月巴。第三是管理不善,用水秩序棍乱,经常发生用水纠纷。因此,实际灌溉面积仅三、四万亩〔梅川水库管理处,在实践中不断总结经验,采取扩大水源、改善工程以及加强用水管理等措施,使上述问题逐步得到解决。1973年以后,灌溉面积已扩大到12万亩,超过设计灌溉面积的72%。全灌区粮食连年丰收,平均亩产超千斤。此外,水库还开展了多种经营,大力发展水库、塘堰养殖事业。水库25帕亩养殖面积,多年平均成鱼产量每亩100余斤;灌区内塘堰养殖面积3100余亩,多年平均亩产成鱼400斤。水库工程效益不断扩大,经济收入持续增加,为保证农业的稳产高产起到了重要作用。主要经验梅川水库灌区的主要经验是:①坚持兴修小型水利,不断扩大灌溉水源。在适宜蓄水的地方修建了5座小(I一型水库,22座小(11)型水库,601()多处塘堰。所有小型水库和塘堰都以渠道相联通,使之形成以梅川水库为骨干的“长藤结瓜式”灌溉网。从而使全灌区的塘、库蓄水量得以统一调配,其总量达50()0多万立方米,为梅川水库年平均来水量的3倍多②合理调配塘库水量,充分利用水资源:梅川水库灌区内的塘堰蓄水量可达1300多万立方米,基本上可以满足早稻用水。确定塘、库水鼠的调配原则是:塘堰蓄水主要用于灌溉早稻和抗御小旱,水库蓄水用一于晚稻插秧和抗御大旱。
