节水灌溉减少渠系水量损失,节约农田灌溉用水,使有限的灌溉水源发挥最大增产效益的技术措施。随着工农业的发展和生活水平的提高,人类对水的需求不断增长。20世纪中叶以来,中国和许多国家都出现了不同程度的水资源供需矛盾,影响或限制了生产的发展。灌溉用水在人类用水中所占比重很大,大致在70%(发达国家)至90%(发展中国家)之间。但是,灌溉水有效利用系数很低,平均仅50%左右,即通过工程措施引入灌区的水量大约有一半损失掉了。因此,采取节水灌溉措施,使单位水量发挥可能最大的经济效益,这在水资源紧缺条件下势在必行。内容 节水灌溉主要包括两个方面。一是采取措施减少灌溉渠系的水量损失,即提高灌溉水的有效利用系数,按照作物灌溉制度,适时适量把水送入农田;二是改进灌溉制度,调整作物布局,充分而合理地利用雨水、地下水,进行补充性灌溉,使一定的灌溉水源灌溉更多的农田。作物单位面积产量与灌水量的关系也受报酬递减率的支配,作物产量达到一定水平时,它的增长率即低于灌水量的增长率,再多灌水甚至会使产量下降。这就使人们有可能选择最经济的灌溉定额,进行不充分灌溉,用既定灌溉水量灌溉更大的面积,使灌区农业总产达到最大。措施 节水灌溉措施可概括为:①改进农田灌水方法,减少深层渗漏、地表蒸发和田面流失。沟灌和隔沟灌,畦灌和小畦灌以及水稻田的浅灌、湿润灌等传统地面灌溉技术,比较省水,要避免大水漫灌和串灌等。喷灌、滴灌、微灌、地下灌溉等先进灌水方法,一般比地面灌水方法可节水30%~40%,但成本较高,管理运用复杂,在有条件地区可以推广。地膜覆盖或田面盖草,可显著地减少地面蒸发,且有保墒保温作用,也有推广价值。②采取渠道防渗及管道输水,减少输水损失。可采用渠道衬砌以减少渗漏损失。管道输水有地下埋设固定管道及地面活动软管两种。后者已在华北平原缺水地区大面积推广,可减少用水量30%左右,是简易可行的节水有效措施。③加强灌溉管理,实行科学用水,执行按方收费。灌区要加强维修管理制度,防止渠道决口及建筑物漏水;渠道行水期间,要坚持昼夜灌水,尽量减少渠道退水。为实现按方收费,必须具备量水设施。④改进灌溉制度,保证作物生长关键期灌水。作物生长旺盛期需水较多,关键期(如玉米抽顶花期、水麦孕穗期等)灌水对产量影响最大。在水量有限情况下,应保证灌好关键水,适当减少非关键期灌水。同时,在非生长季节进行储水灌溉,为小麦冬灌及棉田保墒灌,也可以缓解春季用水高峰期供需矛盾。⑤改进耕作措施,如平整土地,中耕、松土及耙磨保墒等,也有助于节水。展望 随着人口日益增长、灌溉水源逐渐减少和灌溉成本越来越高,实行节水灌溉,建立节水型农业,已成为世界范围的发展方向。今后在水资源开发利用,新灌区兴建和已成灌区改建、扩建中,节水灌溉都是应该优先考虑的问题。
